Children without a Birth Certificate are innocent children deprived of their human rights, due to the situations in which they were born. These children in a village in Iran usually live in the border provinces of Iran, such as Sistan and Baluchistan, Hormozgan and Khuzestan. Because of their severe social and economic deprivations, they are more likely to be plagued by various social problems. Their first and most pertinent problem that needs to be solved is their lack of educational opportunities, which stems from their lack of some sort of identification document.

Children without a Birth Certificate are innocent children deprived of their human rights, due to the situations in which they were born. These children in a village in Iran usually live in the border provinces of Iran, such as Sistan and Baluchistan, Hormozgan and Khuzestan. Because of their severe social and economic deprivations, they are more likely to be plagued by various social problems. Their first and most pertinent problem that needs to be solved is their lack of educational opportunities, which stems from their lack of some sort of identification document. At the moment, there is neither a responsible organization, for tracking the status of these children without ID papers, nor strict laws on this issue, and the existing laws do not provide any guarantees. In many cases, parents and caregivers of these children also prevent them from going to school. It should be noted that most of these parents and caregivers themselves had also been deprived of education, and struggled with drugs and trafficking; therefore, if this generation of children does not receive the necessary education and training, the cycle will inevitably continue. Currently, there are more than 7,000 cases of persons over 18 years without a birth certificate in the Sistan and Baluchistan provinces.
